consistent with Directive No. 15 from the Office of Management and

SUPPRESSION STATEMENT

In order to maintain the confidentiality promised respondents and required
by law, the Census Bureau withholds or "suppresses" tabulations of
characteristics of very small groups of people or housing units. Suppressed
data cells on summary tape files contain zeroes. To distinguish between
zeroes as suppression and zeroes as valid data, occurrences of suppression
are identified by a suppression flag field in each data record.
Basic Principles Governing Suppression. The Bureau never suppresses certain
basic counts, even if an area has a count of only one. These basic counts
are as follows:
o Total population
o Total housing units
o Year-round housing units
o Occupied housing units
o Vacant year-round housing units
o Counts of persons and households in each race and Spanish origin
category
All other data may be suppressed under certain conditions primarily where
the size of the population being characterized is less than a specified
threshold. The suppression criteria differ for population data and
household data. Also, the thresholds are higher for sample estimates than
for complete counts. The application of these thresholds results in what is
known as "primary suppression." In addition, the Bureau applies
"complementary suppression" to avoid the possibility of disclosure by
subtraction.
Suppression of Population Characteristics Derived from the Complete Count.
Complete counts of person characteristics other than race or Spanish origin
(e.g., age or relationship) are shown only if there are 15 or more persons
in the geographic area. For example, in data for a county with a population
of 1 to 14 persons, population characteristics such as age and relationship
are suppressed; tabulations show only counts for total population and the
numbers of persons in specific race or Spanish origin groups.
The 15-person criterion applies only to the applicable "critical universe,"
in this case, total persons. These rules would not prevent the display of
data showing for example, that there are 2 persons 65 years old or over, as
long as the area includes 15 or more persons in total.
Suppression of Housing Characteristics Derived from the Complete Count. The
threshold for family, household or housing unit data is 5, not 15. Similar
thresholds apply to vacant and occupied units as well.
The suppression criteria for population and housing are applied
independently of each other. For example, if an area includes 16 persons
but only 4 housing units, the person characteristics will be shown but
family, household and housing unit characteristics will be suppressed.
Suppression of Complete-Count Tables Cross-Classified by Race or Spanish
Origin. Population and housing characteristics cross-classified by race or
Spanish origin are subject to an additional level of scrutiny. The
15-person or 5-household criteria stated above for complete-count data also
apply to each race or Spanish origin category. For example, a table of race
by age for a geographic area that has 200 persons-124 White; 14 Black; 10
American Indian, Eskimo and Aleut; and 52 Asian and Pacific Islanders-shows
actual age data for Whites and the Asian and Pacific Islander group, but not
for the 2 groups with fewer than 15 persons.
Suppression of Sample Data. Thresholds applied to sample estimates are
double those applied to complete counts, i.e., 30 persons/10 households
instead of 15 persons/5 households. Otherwise, the rules are analogous.
The size of the sample in the area (50 percent or 16 2/3 percent) does not
affect the thresholds.

Procedures for Producing Preliminary OMB-Consistent Modified Race Data
from the 1980 Census by Age, Sex, and Hispanic Origin for
States and Counties

Directive No. 15 from the Office of Management and Budget (OMB) requires
that the collection of data for race and ethnic origin groups meets certain
standards. Data may be collected using two questions -- one to identify the
four major race groups and one to identify two ethnic origin groups
(Hispanic and non-Hispanic). Alternatively, Directive No. 15 allows for a
single question approach which yields a 5-category combined race/Hispanic
origin breakdown as the minimum acceptable categorization for general use;
in order of size, from smallest to largest, the five race/origin categories
are:
American Indian or Alaskan Native
Asian or Pacific Islander
Hispanic
Black, not of Hispanic origin
White, not of Hispanic origin
The racial classification used for data collected in the 1980 census
differs somewhat from OMB-specified racial classification systems used by
other government agencies and from classification systems used in various
historical data sets. Since valid comparison of data from different systems
generally requires consistent classification of data, the categories used in
the 1980 census pose problems for many data users. This document describes
procedures used to modify data collected in the 1980 census to produce data
for states and counties which are consistent with race and Hispanic origin
categories specified by the Office of Management and Budget and used by most
Federal and State agencies. It should be noted that 1980 census
publications and summary tape files (STF) present unmodified data using the
categories in which the data were collected.
Introduction
The race and Hispanic origin data from the 1980 census generally
correspond to the two-question approach specified by OMB. However, in the
1980 census, a large number of persons, over 6.7 million, reported in a
residual "Other (not specified)" race category. Although the OMB
classification is meant to be exhaustive, the Bureau of the Census was
granted an exception so that the "Other (not specified)" race category could
be collected and displayed separately. However, other collection systems do
not include the residual category. Thus, for comparative purposes, it is
necessary to eliminate the residual "Other (not specified)" category from
census race data. The procedures described in this document provide the
basis for reassigning persons in the residual category to the specified race
categories.
The procedures described here utilize aggregate data. It is possible to
reclassify persons in the residual category on a case-by-case basis using
other information supplied in response to the census. Research is being
conducted on this microdata approach but the modifications done to date rely
only on aggregate data.
Question 7 from the 1980 census provides the basis for classifying all
persons as Hispanic origin or not of Hispanic origin. The modifications of
data described in this document relate only to racial classification and not
to Hispanic origin classifications. Thus, even though several response
errors and classification difficulties relating to Hispanic origin data have
been identified (see 1980 Census Report PC80-S1-7), the race modifications
do not alter the Hispanic origin data.
Data on race from the 1980 census are provided by responses to Question
4. Each of the 14 categories specified as precoded response categories
(shown below) can be placed unambiguously into the 4 major race groups
specified by OMB and into the 3 modified race groups based on the OMB
categories:

These 14 response categories account for 219,787,486 or 97.0 percent of the
226,545,805 persons enumerated in the 1980 census. The remaining 6,758,319
persons, accounting for 3.0 percent of the enumerated population, responded
in the "Other" category rather than one of the 14 specified categories. Of
the persons in the "Other (not specified)" race category, 5,841,810 are of
Hispanic origin according to Question 7 and 916,509 are not of Hispanic
origin.
The modification procedures described here distribute the persons
originally in the "Other (not specified)" race category to 3 modified race
groups: White, Black, and Other (consisting of American Indian, Alaskan
Native, Asian, and Pacific Islander). Persons of "Other (not specified)"
race and Hispanic origin are reassigned to either White or Black race. All
persons of "Other (not specified)" race and Mexican origin are reassigned as
White; within each of the remaining Hispanic origin categories, the
reassignments are primarily to White, but also to Black. Persons of "Other
(not specified)" race and not of Hispanic origin are distributed to all 3
modified race groups -- White, Other, and Black.
All computations for the modifications described are carried out at the
county level. Modified race totals for higher geographic levels are
obtained by aggregation of county data. Initially, modifications are
carried out within race, origin, sex, and 5-year age categories. At the
second stage, the same calculations are performed for race, origin, sex, and
single-year-of-age categories. Then, the single-year data are adjusted to
agree with the previously derived 5-year totals as well as race-origin-sex
marginals within the county.
The data produced by the modification procedures described here do not
correspond exactly to modified race data published previously in Current
Population Reports, Series P-25, No. 917. Rather, the new modified data
represent refinements and improvements to the previous data set.
Differences nationally are generally small, but for some states the
differences may be significant. National age estimates for 1982 will be
based on the previously published modified race data.
Other (Not Specified) Race, Hispanic Origin
Mexican origin. All persons of "Other (not specified)" race and Mexican
origin are assigned to the modified White race group. (See report PC80-S1-7
for a description of overreporting in the Black race and Mexican origin
category.)
Puerto Rican, Cuban, and Other Spanish origin. Within each of these 3
specific Hispanic origin categories, persons of "Other (not specified)" race
are assigned to White and Black modified race groups on the basis of the
distribution of persons of the same Hispanic origin who originally specified
White and Black race. All calculations are done within age-sex-county
cells. The number reassigned to White is calculated first; Black is a
residual.
Other (Not Specified) Race, Not Hispanic Origin
The 916,509 persons enumerated in the 1980 census as "Other (not
specified)" race and not of Hispanic origin are reassigned to all three
modified race groups -- White, Black, and Other -- on the basis of
state-specific proportions which are applied to all age-sex-county cells
within the state. The state-specific factors (proportions) are based on
sample data from the 1980 census. Responses of "Other (not specified)" race
in the sample phase of the 1980 census were assigned detailed codes so that
more information is available about these persons in the sample than in the
complete count.
In the sample, only 443,933 persons not of Hispanic origin fell into the
"Other (not specified)" race category. This reduction of over 51 percent
from the complete count apparently results primarily from more detailed and
careful editing and coding of responses in the sample processing. For
example, responses of "Italian," "Canadian," "Lebanese," etc., in the
"Other" category of the race question were edited as "White" in the sample.
Editing of similar responses in the complete count data was apparently not
always done. Thus, the majority of persons who initially responded in the
"Other (not specified)" race category and not of Hispanic origin did not
appear in the Other race category in the sample data but rather in the White
category after editing and coding.
From sample data, a determination (described subsequently) is made for
each state of the number of persons in the "Other (not specified)" race
category who are to be reassigned as Black and as Other in the modified race
groups. The number to be reassigned as White is the difference between the
complete count of persons of "Other (not specified)" race, not of Hispanic
origin and the sample-based estimates of reassignments to Black and Other.
Three proportions are calculated for each state; these proportions, which
add to 1.0, represent the proportion of persons of "Other (not specified)"
race, not of Hispanic origin to be assigned to White, Black, and Other
modified race groups. The denominator of each of the 3 proportions is the
complete count figure for persons of "Other (not specified)" race, not of
Hispanic origin for the state. The numerators for the Black and Other
proportions are the sample-based estimates; derivation of these numerators
is described below. The numerator for the White proportion is the residual
from the complete count.
The state-specific proportions for reassignment of persons in the "Other
(not specified)" race, not Hispanic origin category are applied to each
county in the state. The proportions for White and for Black are first
applied to the total population of each sex in the race-origin category.
The number reassigned to Other for each sex is the residual. The
race-sex-specific figures for 5-year age groups are developed using the same
proportions and adjusted to the county totals by sex. Finally, figures for
single years of age are derived and adjusted to the 5-year age group totals
for each race-sex group. The adjustments are carried out so that the total
number of persons in each age-sex cell is unchanged from the complete count.
Development of State-Specific Modification Factors for the
"Other (Not Specified)" Race, Not Hispanic Origin Population
The proportions for assigning persons of "Other (not specified)" race
and non-Hispanic origin to the three modified race groups are based on race
data collected in the sample phase of the 1980 census. In the editing and
coding operations of the 1980 census, all responses of "Other (not
specified)" race in the sample were assigned a three-digit code. Codes in
the 600-699 range were given to Asian or Pacific Island responses not listed
in the specified categories. Codes of 700-799 were given to Hispanic
responses in the race category. Responses of a variety of other races,
specific mixed race categories, and responses not readily categorized were
coded in the range of 800-899. Codes of 995-999 were reserved for multiple
responses, non-responses, and otherwise uncodable responses.
In this set of modification procedures, persons were assigned to White,
Black, or Other modified race groups for each state, within categories of
the sample codes. The reassignment of code groups to the modified
OMB-consistent race categories is based on a judgment of which categories
individuals would have chosen if restricted to the OMB-defined categories.
In some cases, an arbitrary assignment was made if sufficient relevant
information was not available. The state-level estimates of persons
reassigned to Black and to Other modified race groups from the sample are
used as numerators in developing proportions for the county estimates. The
following sections describe rules for assigning persons in the sample in the
category not of Hispanic origin and of "Other (not specified)" race to the
Other and Black modified race groups.
Other race factors. All persons with codes of 600-699, which correspond
to Asian or Pacific Islander responses, were assigned to the modified Other
race category. Nationally 179,918 persons not of Hispanic origin fell into
this group. Codes of 803 and 806-899 were also assigned to the modified
Other race group. Most of these codes correspond to very small groups which
are racial mixtures or designations for locally-defined populations. The
largest groups, including all origins, in this range of codes are Eurasian
(16,311 nationally), mixed (14,689 nationally), biracial (9,430 nationally)
and cosmopolitan -- a designation used mainly in Hawaii (2,810 nationally).
Overall, 41,759 persons not of Hispanic origin with the listed 800 series of
codes were assigned to the modified Other category.
The 900 codes are representative of various types of non-response.
Within each state, persons in the 900 series of codes were assigned on a pro
data basis to White, Black, and Other modified race groups using the
distribution, in the sample, of persons of specified race and not of
Hispanic origin. On this basis, 6,862 persons were assigned to the modified
Other category.
Table 1 (attached) shows the distribution by state of persons of "Other,
(not specified)" race and not of Hispanic origin who were reassigned to the
modified Other race category. Nationally, 228,539 persons were reassigned
to Other. This figure represents 24.9 percent of the initially reassigned
persons. (The number actually reassigned differs slightly because of
rounding and within state distributions.) The state-specific proportions
used (also shown in table 1) vary from a low of 9.4 percent in Maine to a
high of 52.1 percent in Utah. Other states with large percentages include
Hawaii (45.7), Montana (43.2), and Minnesota (40.5). California accounts
for over one-quarter of the persons assigned to the modified Other race
category -- 63,822. Other states with large numbers of persons assigned to
modified Other race category include New York (17,798), Illinois (12,251),
Hawaii (11,959), and Texas (11,595).
Black race factors. A small number of persons gave responses to the
race question which were coded as Hispanic, i.e., in the 700 range, but
responded as not of Hispanic origin to the origin question. In developing
the reassignment factors, this group of persons was treated as though they
were of Hispanic origin. Persons in the sample with a Puerto Rican race
response (codes 702, 727) and not of Hispanic origin were assigned to White
and Black for the purpose of developing reassignment factors. The
reassignment was done on a state-by-state basis using the White-Black
distribution of persons of Puerto Rican origin. Responses to the race
question coded as Cuban (709,715) were reassigned using the White-Black
distribution in each state of persons of Cuban origin. Similarly, the
White-Black distribution in each state of persons of Other Spanish origin
was used to reassign persons with Hispanic race responses other than
Mexican, Puerto Rican, or Cuban (i.e., all 700 codes except 702, 705, 709,
715, 722, 727, and 732). Overall, 1,844 persons with 700 codes were
reassigned as Black for the purpose of developing state factors; 991 of
these persons were in New York.
Persons not of Hispanic origin who were coded as Cape Verdean (code 805)
were reassigned to the modified Black category for the purpose of developing
reassignment proportions. Nationally, 16,329 persons were reassigned in
this manner. By far the largest number of non-Hispanic origin, Cape
Verdeans (according to the race question) was in Massachusetts -- 11,794 --
accounting for 72 percent of the group. The next largest number -- 3,083 or
19 percent of the group -- was found in Rhode Island.
Within each state, persons in the 900 series of codes (various types of
nonresponses) were assigned on a pro rata basis to modified White, Black,
and Other groups using the distribution, in the sample, of persons of
specified race and not of Hispanic origin. On this basis, 19,779 persons
were assigned to the modified Black category.
The three categories of persons of "Other (but not specified)" race and
not of Hispanic origin assigned to the modified Black category account for
37,952 persons nationally on the basis of 1980 census sample data. These
persons represent only 4.1 percent of the 916,509 persons in the same
race-origin category in the complete count. (Again, the number actually
reassigned differs slightly.) Table 1 shows the distribution by state of
persons assigned to the modified Black category. The state-specific
proportions applied to the "Other (not specified)" race, not of Hispanic
origin category to reassign persons to the modified Black category vary from
a low of 0.0 in Vermont to a high 37.8 percent in Rhode Island. Other
states with large percentages are Massachusetts at 37.0, the District of
Columbia at 24.5, Mississippi at 13.2, South Carolina at 13.0, Louisiana at
12.6, and Georgia at 11.1. The large factors for Rhode Island and
Massachusetts are the result of the large numbers of Cape Verdeans in those
states. The other large factors cited are in states with large proportions
Black in the unmodified race groups. The largest numbers of persons
affected are in Massachusetts (11,983), California (3,511), Rhode Island
(3,110), New York (2,856), and Florida (1,659).
Results of Modification Procedures
Table IV presents OMB-consistent modified race data by age, sex, and
Hispanic origin for the United States. Three race groups are shown: White,
Black, and Other (consisting of American Indians, Alaskan Natives, Asians,
and Pacific Islanders). These data were developed by applying the
procedures described to county-level data and then aggregating the data for
all counties. The modified White category accounts for 194,712,563 persons
or 85.9 percent of the total population. The modification procedures added
6,340,941 persons or 3.4 percent to the unmodified White population. The
modified Black population is 26,683,414 persons or 11.8 percent of the total
population. The increase over the unmodified Black population amounts to
188,389 persons or 0.7 percent.
The modified Other category includes 5,149,828 persons or 2.3 percent of
the total population. The modification procedures added 228,989 persons or
4.7 percent of the population in the specified Other race categories.
However, the unmodified Other race population (including the not specified
group) is 11,679,158 persons. Thus, the modification procedures reduced the
Other race population by 55.9 percent or 6,529,330 persons.
Table 2 (attached) displays the reassignment of persons initially in the
"Other (not specified)" race category by sex, Hispanic origin, and the
reassigned race category. The figures in the not of Hispanic origin
category do not correspond exactly to the totals calculated and previously
described for the reassignment proportions primarily because of rounding.
