ABSTRACT

                    1993 TEENAGE ATTITUDES AND PRACTICES SURVEY
                               PUBLIC USE DATA TAPE

 The Teenage Attitudes and Practices Survey (TAPS) is a follow-up study to the
 National Health Interview Survey (NHIS).  The first TAPS (TAPSI) was conducted
 in 1989 and the second TAPS (TAPSII) was conducted in 1993.  The TAPSII sample
 had two components.

 The first TAPSII sample component is a follow-up of the TAPSI telephone sample
 and was comprised of persons aged 12-18 years on November 1, 1989.  Primary
 data collection for TAPSI was by telephone and secondary data collection by a
 mail questionnaire.  Data were collected by telephone for about 75 percent of
 the TAPSI sample.  Those respondents completing a mail questionnaire were
 administered an abbreviated interview and were not considered for follow-up in
 TAPSII.  A relatively small part of the TAPS target population resides in
 nontelephone households and thus, the bias in TAPS estimates due to
 undercoverage of the nontelephone population is expected to be small.

 Respondents for TAPSII included the 9,135 teenagers who responded by telephone
 to TAPSI (aged 15-22 years at the time of TAPSII), and 5,590 new adolescents
 aged 10-15 years who were drawn from quarters three and four of the 1991 NHIS
 and quarter one of the 1992 NHIS sample frames.

 The primary method of data collection in TAPSII was Computer Assisted Tele-
 phone Interviewing(CATI). Persons in the sample who could not be contacted by
 telephone were contacted in person.  In each TAPSII sample component, all
 persons eligible in a household were selected for the TAPSII sample.  Blacks
 persons were oversampled in the TAPSII.

 Tape locations 1-67 are selected information from the NHIS person record from
 the core questionnaire.  Weights occupy locations 68-88.  For most analytical
 purposes location 82-88 "Final Basic Weight" should be used.  TAPSII
 questionnaire data are located in tape locations 100-714 and TAPSI data
 collected on TAPSII respondents may be found in locations 715-885.

 Tape locations 36-58 have an asterisk after the item name with the following
 explanation at the bottom of the page: "This variable must be used in
 conjunction with tape location 17 because data was collected during two
 different time periods.  See the survey description for complete details."
 This qualification is necessary since updated sociodemographic information was
 not gathered on those teenagers followed-up from the 1989 TAPS.  Therefore,
 tape location 17, "Type of TAPS II Sample Person", (1=1988-1989 NHIS sample
 person and 2=1991-1992 NHIS sample person) must be included when using socio-
 demographic variables.
DEFINITIONS OF SMOKING STATUS

 Modified NHIS Smoking Status:

      Never smoked:  Never smoked 100 cigarettes in life

      Current smoker:  Smoked 100 cigarettes in life and smoked 1-30 days in the
      past 30 days.

      Former smoker:  Smoked 100 cigarettes in life but has not smoked in the
      past 30 days.

      Smoker, DK status:  Smoked 100 cigarettes in life but unknown if smoked in
      past 30 days

 Adolescent Smoking Status:

      Never smoked, DK type:  Never smoked a cigarette, never tried or
      experimented with cigarettes, unknown if they will try a cigarette soon
      and/or unknown if they will be smoking one year from the time of the
      interview.

      Never smoked, no intention:  Never smoked, never experimented, will not
      try a cigarette soon, and will definitely not be smoking one year from the
      time of the interview.

      Never smoker, contemplator:  Never smoked, never experimented, may try a
      cigarette soon and/or may be smoking a year from the time of the interview

      Current regular smoker, light:  Smoked 10-30 days in the past 30 and smoke
      less than five cigarettes each day.

      Current regular smoker, heavy:  Smoked 10-30 days in the past 30 and
      smoked five or more cigarettes each day.

      Current occasional smoker:  Smoked 1-9 days in the past 30.

      Current regular smoker, DK type:  Smoked 10-30 days in the past 30 and
      number of cigarettes smoked each day is unknown.

      Experimenter:  Smoked or tried a cigarette but has not smoked 100
      cigarettes and has not smoked in the past 30 days.

      Former smoker:  Smoked 100 or more cigarettes but has not smoked in the
      past 30 days.
WEIGHTS AND VARIANCES

 Since the NHIS uses a multistage sample design to represent the civilian non-
 institutionalized population of the United States, data from the NHIS TAPSII
 should be weighted for analysis.

 There are a number of computer programs that yield variance estimates for data
 based on complex sample surveys.  Some are based on replication approaches and
 others are based on Taylor linearization approaches.

 To permit the analyst the capability of using such variance estimation
 procedures, included on the file for these two estimators are the interim
 weights (tape locations 68-74), which is the weight prior to poststratifi-
 cation, substratum identifier (tape location 66, (SUB)), full sample stratum
 identifier (60-62, (STRATUM)), pseudo primary sampling unit (PSU) codes (tape
 locations 63-64,(CSTRATUM) and 65,(CPSU)), and Type of PSU (tape location 67).
 In the TAPS the poststrata were defined by race (Black and non-Black), sex
 (male and female), and age categories (10-14 years, 15-17 years, 18-19 years,
 and 20-22 years).  These variables and weights are necessary for directly
 calculating sampling variances.
LIMITATIONS OF DATA

 Estimates of smoking prevalence based on TAPSI as well as those based on
 TAPSII are comparable to some other national surveys and lower than others.
 These variations may be explained by differences in survey populations, defi-
 nitions survey methodology, and data collection procedures. Because data for
 TAPSII was collected by Computer-Assisted Telephone Interviews(CATI), privacy
 issues should be considered when interpreting the data. Younger persons may
 be fearful of disclosing smoking behavior when a parent is in the household
 and CATI methods are unable to control for who is in the household during the
 interview.  Further, CATI does not afford the same opportunity as in-person
 interviews for building respondent-interviewer rapport.  This is particularly
 important when sensitive data, such as an adolescent's smoking behavior,
 is sought.

 Analysis of the original TAPSI sample by smoking status at the time of the '89
 interview revealed that youth who were successfully followed-up in TAPSII were
 less likely to have reported smoking than those who could not be reinterviewed,
 i.e. nonrespondents.  Further TAPSI respondents who resided in nontelephone
 households (that is, were not eligible for the TAPSII interview) may have been
 more likely to be smokers. For these reasons, prevalence estimates from TAPSII
 may be lower than they would have been had the entire TAPSI cohort been
 successfully reinterviewed and therefore, should be interpreted with caution.
RESPONSE RATES

 The completion rate for the TAPSII was high. Of the 9,135 cases fielded in the
 follow-up component, 87 percent (7,960) responded.  For the 5,590 new TAPSII
 persons, 4,992 (89 percent) responded.

 This difference may partially be explained by the lower response rate among
 older youth, who are more likely to be smokers. Further, young adults are more
 likely to have moved between the TAPSI and TAPSII interviews and thus, some of
 the nonresponse could be associated with difficulties in tracking and locating
 these individuals.

 The overall response rate for the follow-up group is 62 percent  {95% (NHIS
 completion rate) x 75% (TAPSI telephone completion rate) x 87% (TAPS II
 completion rate for the followed-up TAPSI telephone sample)}.  The overall
 response rate for the new TAPSII sample is 85 percent {95% (NHIS completion
 rate) x 89% (TAPSII completion rate for other than the followed-up TAPSI
 telephone sample)}.
