If you have not already completed this form and returned it to NTIS, please do so now and re- turn to: Manager, NMES Public Use Tapes Center for General Health Services Intramural Research Agency for Health Care Policy and Research Executive Office Center, Suite 500 2101 East Jefferson Street Rockville, MD 20852 BACKGROUND This documentation describes one in a series of public use tapes issued by the Agency for Health Care Policy and Research (AHCPR) with data from the National Medical Expenditure Survey (NMES). This survey provides extensive information on health expenditures by or on behalf of families and individuals, the financing of these expenditures, and each person's use of services. The NMES is a research project of the Center for General Health Services Intramural Research, Agency for Health Care Policy and Research. Since the 1970s the intramural research program has given particular emphasis to studies of the use and financing of health services. The first series of studies (NMES-1) employed data collected in the 1977 National Medical Care Expenditure Survey. NMES-1 produced information on a broad range of issues such as the number and characteristics of the uninsured and the underinsured, the tax implications of excluding employer-paid premiums for health insurance from employee income, and the differences among socioeconomic and demographic groups with respect to the use of health services. A new series of studies (NMES-2) was initiated in the 1980s. These studies also involve a major data collection effort - the 1987 NMES. Like its predecessor, NMES-2 provides information about the noninstitutionalized population. In addition and in contrast to the earlier studies, NMES-2 also provides extensive information on the population residing in or admitted to nursing and personal care homes and facilities for the mentally retarded. NMES-2 has several components. The Household Component is based on a national probability sample of the civilian, noninstitutionalized population living in the community. The sample is designed to provide a larger representation of population groups of special policy interest to the Federal Government than would have been obtained from a random sample. These groups include poor and low-income families, the elderly, the functionally impaired, and black and Hispanic minorities. The Survey of American Indians and Alaska Natives (SAIAN) includes a separate sample of American Indians and Alaska Natives living on or near Federal reservations and eligible to receive care provided or supported by the Indian Health Service. The Institutional Population Component (IPC) includes a sample of persons residing in or admitted to nursing and personal care homes and facilities for the mentally retarded during 1987. A separate Medicare Records Component provides claims data on all Medicare beneficiaries included in the household and institutional samples. Together, the major components of NMES-2 contain information to make national estimates of health status, use of health services, insurance coverage, expenditures, and sources of payment for the civilian population of the United States during the period from January 1 to December 31, 1987. Oversampling of population groups of special interest makes possible in-depth studies of these groups. The database can also be used to assess the implications of recent or proposed changes in public or private health care benefits, methods of financing both health care and insurance coverage, various public and private subsidies for health care, and employee compensation arrangements. Household Component The primary survey used in the Household Component was the Household Survey. Each family in the Household Survey was interviewed four times over a period of 16 months to obtain information about the family's health and health care during calendar year 1987. Baseline data on household composition, employment, and insurance were updated at each interview, and information was obtained on illnesses, use of health services, and health expenditures for each family member. A fifth round of interviews was conducted in the spring of 1988 to obtain information on the tax filing and medical deductions of each household. A long-term care supplement was administered during the first and fourth rounds of interviewing to permit estimates of persons with functional disabilities and the use of formal services or long-term care provided by family or friends. In order to verify and supplement the information provided by household respondents, the Household Component of NMES-2 included two additional surveys. The Medical Provider Survey obtained information from the physicians, hospitals, outpatient clinics, emergency rooms, and home health agencies used by the household sample during 1987. The Health Insurance Plan Survey obtained information on the private insurance of persons in the household sample, including premiums paid by all sources and the provisions of their coverage. Survey American Indians and Alaska Natives (SAIAN) The SAIAN was conducted with the same data collection instruments and interview procedures as the Household Component and covered the same reference period, calendar year 1987. The SAIAN also included follow-up surveys to medical providers and health insurers. Consequently, the data can be used to compare American Indians and Alaska Natives eligible for care from the IHS and the general U.S. population with regard to such issues as health status, use of health services, and access to care. Information was obtained on services provided outside the IHS and on other sources of health care financing available for persons eligible for care from the IHS. Institutional Population Component The NMES-2 IPC included persons resident in or admitted to nursing and personal care homes and facilities for the mentally retarded at any time in calendar year 1987. Two sets of surveys provided information on the functional status, use of services, and health expenditures of the institutionalized population. The Survey in Institutions (SII) collected data from facility administrators and designated staff on the characteristics of facilities, health care services utilization and expenses, and the characteristics and residential history of the institutionalized person. The Survey of Next of Kin (SNK) obtained data from the institutionalized person's next-of-kin or other knowledgeable persons in the community on the person's financial status, insurance coverage, and personal history. Survey Samples All survey components were designed to provide statistically unbiased estimates that are representative of the civilian population of the United States in 1987. The Household Survey sample is a stratified multistage area probability design with a total sample of roughly 35,000 individuals, in 14,000 households, who completed all rounds of data collection. Oversampling of the population subgroups of special policy interest was based on a separate screening interview conducted in the fall of 1986 with a sample of 36,000 addresses. The SAIAN adopted a multistage area probability sample design using an IHS-constructed frame of counties with individuals eligible for services provided or supported by the IHS and living on or near Federally recognized reservations or in Alaska. An initial screening interview was completed in approximately 13,700 dwelling units to identify the eligible sample. The screening yielded approximately 1,950 households responding for the full year and approximately 6,500 SAIAN persons responded for their entire period of eligibility in 1987. The institutional population sample was based on a three-stage probability design. The first two stages were used to select facilities; the final stage sampled facility residents present on January 1, 1987. These facilities were also used to obtain a sample of admissions between January 1, 1987, and December 31, 1987 (i.e., new admissions). Based on sampling specifications, the IPC includes 1,501 facilities: 810 nursing homes and 691 facilities for the mentally retarded. The sample includes 10,147 persons (5,726 persons in nursing and personal care homes and 4,421 persons in facilities for the mentally retarded), including both residents and new admissions. The sample frame for facilities in the IPC was derived from the 1986 Inventory of Long-Term Care Places (ILTCP). Taken in conjunction, the NMES-2 surveys yield comprehensive, population-based information that will support studies of most population groups of policy interest, including those presently outside the scope of various public and private financing mechanisms. In contrast to information obtained from program or provider statistics, NMES-2 data can be used to analyze all public and private sources of coverage for health care services and out-of-pocket payments by individuals and families. The Agency for Health Care Policy and Research sponsored the NMES-2 data collection activities. A substantial part of the support for the SAIAN was provided by the Indian Health Service. The Health Care Financing Administration (HCFA), the National Center for Health Statistics, and the Office of the Assistant Secretary for Planning and Evaluation provided extensive technical assistance during the development of the survey design and instruments. Interviews were conducted by the primary contractor, Westat, Inc., Rockville, Maryland and by NORC, University of Chicago; the Council of Energy Resource Tribes, Denver, Colorado; and Stephen R. Braund and Associates, Anchorage, Alaska. Data processing during the analysis stage of the project is being provided by Social and Scientific Systems, Inc., Bethesda, Maryland. The data were collected under the authorities of the Public Health Service Act and are being edited and published in accordance with the confidentiality provisions of that Act and the Privacy Act. TECHNICAL PROGRAMMING INFORMATION This documentation describes one in a series of public use tapes from the Survey of American Indians and Alaska Natives (SAIAN), a component of the 1987 National Medical Expenditure Survey (NMES). The SAIAN population consists of the U.S. civilian noninstitutionalized population living on or near Federally recognized reservations or in Alaska and eligible for services provided or supported by the Indian Health Service (IHS). Public Use Tape 20P (the current tape) contains person- level eligibility, demographic, employment and insurance data collected in rounds 1-3 of the SAIAN component of NMES. These data represent a preliminary release of Public Use Tape 20, which will contain the final version of the data contained on this tape in addition to final annual measures of medical utilization and disability days. Tape 20 will serve as the base tape for all NMES SAIAN public use tapes containing full-year 1987 data. The current tape contains detailed information on eligibility status, interview dates, demographic characteristics, employment and insurance variables, link variables, and other survey administration variables for all persons in the sample. The round one person characteristics previously released on Public Use Tape 11 are being replaced by the data contained on this tape. The data on this tape do not include information on medical utilization, expenditures and sources of payment associated with each of the health care services or goods used during the survey year by each sampled person. This information, together with details associated with each health care event, will be made available in a series of public use tapes to be released shortly (NMES Public Use Tapes 23.1-23.5; preliminary versions of these tapes (23.1P-23.5P) are available now and contain details on utilization but not expenditures). Summary variables of total utilization for these events will be included on the final version of PUF 20, also scheduled to be released shortly. (See Attachment 4 for details on SAIAN tapes planned for release in the near future.) The data on this tape are being released as an EBCDIC file only. The tape also includes an EBCDIC file containing programming statements required to create both a SAS data set and a SAS format library for the data file on the tape. The following documentation offers a brief overview of the type and level of data provided, the content and structure of the data file and the codebook, and programming information. Attachment 3 contains a list of previously released NMES public use tapes and SAIAN tapes to be released in the near future. Attachment 4 contains a list of the NMES SAIAN variables released on this and other NMES public use tapes. It is supplied to guide the user to the appropriate public use tape for data items of interest in the NMES Survey of American Indians and Alaska Natives. IHS Eligibility The eligible SAIAN population was identified during the screener and during Round 1 of data collection (for persons who joined a NMES SAIAN household after round one, eligibility was determined during their first round of participation). In areas in which the population expected to be eligible for SAIAN was relatively small, screening began in January 1987. For high- density SAIAN areas, the screener was conducted concurrently with the round 1 interviewing. (See the Sample Design section of this documentation for additional details.) The SAIAN was designed as a national probability sample of dwelling units (DUs; these included houses, apartments, etc.). Consequently, eligibility was determined in a two-stage process. First, DUs were classified as SAIAN eligible or ineligible. Once a DU was considered eligible, all persons living within the DU were classified as SAIAN eligible or ineligible. DU eligibility was determined based upon the following two criteria: (1) The DU was on or near a federally recognized Indian reservation or in an eligible county in Alaska; and (2) At least one person in the DU was eligible for services provided or supported by the Indian Health Service. Once DU eligibility was determined, each person within the eligible DU was classified as SAIAN eligible if he/she met the following person-level criteria: (1) Eligible for IHS services, and (2) civilian status, and (3) noninstitutional status. IHS eligibility was self-reported. Persons were classified as IHS eligible if they gave a yes answer to either of the following questions: "Is (person) eligible to receive health services provided by or paid for by the Indian Health Service (IHS)"; "Is (person) eligible to receive health services provided by or paid for by a tribe/inter-tribal council/Alaska Regional Corporation(ARC) ?" (GETIHSi and GTRIBEi). These questions were asked of each person one time, at the time of their first survey participation. Persons with missing data for both questions, as well as persons answering no to both questions, were classified as not IHS eligible. The data file on this tape contains information on 7,533 persons, that is, all persons for whom any data were obtained in an eligible DU. A total of 6,695 persons who met both DU and person-level SAIAN eligibility criteria are considered key persons. Of these, 6,473 responded for their entire period of survey eligibility and have positive person-level sampling weight. Using this weight (PNWT100), they can be used to make person-level estimates for the variables on this file. Of the remaining persons, 536 were not IHS-eligible but lived in a family with at least one IHS-eligible person. These persons can be identified with RKEYIND = 5. Data for these persons can only be used for family level estimates. Ten persons were considered eligible for IHS services but out-of-scope all year (i.e., on active military duty, institutionalized, or out of the U.S.). (These persons can be identified with RKEYIND = 4.) The remaining persons (292) are eligible for IHS services but are considered non-key (persons who joined the household after round one and with a prior probability of selection). Because these persons (those with RKEYIND = 3) had a prior probability of selection they are not included in person-level estimation. These persons, like those who are not eligible for IHS services or who are out-of-scope, have a zero-value person-level sampling weight and can only be used for family level estimates. Data File Contents and Codebook Structure The data file contained on this tape contains a person-level record for each of the 7,533 persons in sampled households who responded for at least one round of data collection. Each record on the file includes person identifiers; survey administration and eligibility status variables; selected characteristics of the person including age, sex and race; income and poverty status; employment and health insurance. The demographic, family relationship, insurance, education, employment, veterans' data and sampling weights contained on this file replace corresponding data items previously released in Public Use Tape 11 (round one person-level SAIAN data). The final version of these variables will be included on Public Use Tape 20. The data on each record are ordered as follows: Unique person identifiers Survey administration and eligibility status variables Demographic and family relationship variables Income and poverty status variables Employment status and employment history variables Health insurance variables Weight and variance estimation variables The codebook provides complete listings of variables in alphabetical order and by file position for cross-reference. It includes unweighted and weighted frequencies for all variables on the file. The codebook notes which follow the codebook offer information about selected variables. These are indicated with an asterisk (*) in the codebook. Records on this file link to all other public use data sets from the Survey of American Indians and Alaska Natives by using the person identifier provided on the files (PIDX). Record Identifiers The unique record identifier on this file is the variable PIDX (ODUX + PN), where: ODUX = the original dwelling unit, i.e. the dwelling unit in which the person lived when he or she entered the survey, and PN = the person number, which is a 3-digit number assigned to each person residing in an original dwelling unit. The individual components of the unique record identifier PIDX are provided as separate variables (ODUX and PN) to facilitate different analyses. Three different household and family definitions employed in NMES are reflected in the record and family identifiers contained on this file: (1) Original Dwelling Unit (ODUX) corresponds to a sampled address. All persons living together at this address, plus any unmarried full-time college student living away from home whose parents lived at the sampled address, were eligible for round-specific interviews and are identified by their common value of ODUX. (2) Reporting Unit (RUi, i = 1, 2 or 3) for each of the three rounds of core interviewing corresponds to the group of persons covered by a single interview. It was defined as all persons related by blood, marriage, adoption, or foster status who were living together at the time of the interview within an ODUX. For example, two unrelated individuals living together at a sampled address comprise one Original Dwelling Unit and two RUs (there are some unrelated persons assigned to the same RU in NMES). College students living away from home were interviewed separately and were assigned to a separate RU. Note that when the composition of an RU changed during the year, key persons and any members of their household moving with them were followed for the year if such changes occurred. The HOMEIDXi variable provides a unique RU identification for each person in each of the three rounds by combining the ODUX and RUi identifiers (plus a check digit) into a single variable. (3) Family Unit (FAMIDXi, i = 1, 2 or 3) corresponds to all persons related by blood, marriage, adoption, or foster status who were living together at the time of the interview plus full-time college students who had been assigned to separate RUs for the data collection. There is no identifier to distinguish immediate family members from extended family members. However, immediate family members can be determined through appropriate use of the variables indicating each person's spouse, mother, and father and relationship to the reference person. The reference person is generally the person or one of the persons owning or renting the dwelling unit (see section 1.3.2 below). Survey Administration/Eligibility Status Variables Among the items provided are the dates of interview, reference period beginning and end dates, and survey eligibility status variables, including eligibility for IHS services. The most important of the latter class of variables are: (1) Key-status (RKEYIND) indicates whether the person was a key respondent in any round, non-key in all rounds, out- of-scope in all rounds, and considers simultaneously whether the person was eligible for IHS services. A person was considered "key" (RKEYIND = 1 or 2) if SAIAN eligible (i.e., eligible for IHS services and a noninstitutionalized civilian living in the U.S.) and selected for the round one interview, or a SAIAN eligible person interviewed for the first time after round one who had no chance of being selected from another household at the time of the round one interview. Babies born during the year to a key parent are considered key. By definition, all key persons are eligible to receive IHS provided or supported services. A person is considered "non-key" (RKEYIND = 3) if he or she joined the household after round one, but had a chance of being selected into the survey from another household at round one. These persons are also civilian, noninstitutionalized, and eligible to receive IHS services. A person in the military, institutionalized and/or out of the U.S. the entire year is considered "out of scope" (RKEYIND=4). Out-of-scope persons are eligible to receive IHS services. Persons ineligible to receive IHS services are classified as ineligible for SAIAN and can be identified with RKEYIND = 5. For each key person, a further distinction is made between persons for whom a response was obtained for the entire period of eligibility during 1987 (RKEYIND = 1) (i.e., the period of time alive in the U.S. civilian non- institutionalized population) and those for whom a response was obtained for only part of this period (RKEYIND = 2). Only key persons for whom a response was obtained for their entire period of eligibility can be used to make 1987 full-year estimates (RKEYIND = 1). See the Codebook Notes for specific variable values for RKEYIND. (2) Data collection eligibility status (ELIGINDi) indicates, for each person for each round, whether data were collected for a person and, if so, whether these data covered the entire round. If an interview was missed in a round for which the person was eligible for data collection (alive and in the civilian U.S. noninstitutionalized population), these variables identify whether the time covered by the missed round was picked up in a subsequent round or not. The ELIGINDi variables can be used in conjunction with missing value codes equal to -3 to determine the reason for round specific missing data and whether the information can be picked up in a later round. The ELIGINDi variables are in contrast to RKEYIND, which identifies response status for key persons over the entire year as opposed to the round. RKEYIND also identifies IHS eligibility status, which was not considered in the construction of the ELIGINDi variables. There are 1,293 persons whose round 1 and round 2 interviews cover all of 1987 (ELIGIND3 = 99). They had no third interview. The reason for this is that when contact was made for the second interview, the fielding for round 2 had ended and round 3 had begun. Since for these persons this second and last interview can be thought of as either the round 2 or round 3 interview, a decision was made to identify their round specific data for this last round of data collection as round 3 data, and use the reserved code value of -15 for their round 2 data (e.g., round 2 marital status). See the Codebook Notes for specific variable value definitions for ELIGINDi. (3) Interview status (NEWSTATi) is a round-specific variable that indicates a person's status with respect to response and data collection eligibility (alive in the U.S. civilian noninstitutionalized population) at the point of each round's end date (or at the time of death, institutionalization, movement out of the U.S. or change in active military status). This is in contrast to ELIGINDi which identifies data collection eligibility and response with respect to the entire round, not just the end of the round. Like the ELIGINDi variables, IHS eligibility was not considered in the construction of the NEWSTATi variables. The NEWSTATi variables also provide documentation as to the reason for no data collection for a round. See the Codebook Notes for specific variable values for NEWSTATi. Demographics and Family Relationships Demographic and family relationship data were generally collected at the time of the first contact and, when appropriate, were updated in the enumeration booklets for each round of the survey. Demographic items that were not subject to change (e.g., sex, race, educational status, and prior military service) were asked just once. For persons or families who moved into a sampled dwelling unit after the round one interview, demographic data were collected in the enumeration booklet during the interview covering the round in which they entered the NMES sample. For all respondents, items subject to change such as marital status and family relationships were updated each round in the enumeration booklets. The order of the demographic variables on this file approximates the order of these items in the screener/enumeration booklets. The address of the dwelling unit was initially validated in the screener and enumeration booklets and provides the geographic information for the person's RU. The variables FIRSTAGE and LASTAGE indicate the person's age as of the first and last rounds, respectively, in which the person had a record. For persons with a round three response, LASTAGE was calculated as of December 31, 1987. The variable RACE6 is an edited version of the racial back- ground variable taken directly from the screener and enumeration booklets. The three education variables--highest grade completed (GRSCHCOM), currently enrolled (ISPCUREN), and full- or part-time student (ISPFUPA)--were collected for persons 17 years and older as of their first round of NMES participation, which for most persons was the round one interview. For persons who entered the survey after round one, it was their first round of participation after round one. The variables FIRSTVET and LASTVET are preliminary versions of constructed variables indicating persons who were veterans as of their first or last round of NMES participation, respectively. Veteran status for these variables is defined in accord with the definition used by the Department of Veterans Affairs (persons with prior service in either the Armed Forces or a National Guard/military reserve unit). Active duty military personnel were not classified as veterans. The variable CCMARRXi provides standard marital status codes for each round. In addition, two categories were added to reflect whether someone was newly divorced or newly widowed since the previous round. The variables MOMPN and DADPN indicate the person number of an individual's mother and father if they were in the same dwelling unit as that person at any point during the year. The variables were edited for inconsistencies, but values were not assigned if the interviewer failed to record the information. The variable FAMRELi describes a person's relationship to his/her family's reference person in that round. The reference person for the primary reporting unit is the person (or one of the persons) owning or renting the dwelling unit. Individuals or groups of related persons living in the dwelling unit but not related to anyone in the primary reporting unit were enumerated as secondary reporting units. A reference person was also selected for each secondary reporting unit containing a group of related persons. The secondary RU reference person is the person, or one of the persons, who are renters within the DU or owners of the entire DU. Income and Poverty Status Three income-related variables are provided on this file--one family-level income variable (FMINCALX), one person-level income variable (PTOTALX), and one poverty status variable (POVSTAL) corresponding to the family income variable. These variables were constructed from the income data collected from 26 sources of income in Supplement 3 to the round three interview. The income data provided on this file are preliminary, as imputations for missing data have yet to be completed for all persons; however, all persons with a positive sampling weight (PNWT100) have edited (with imputations) personal income. In round three of SAIAN, the RU respondent was first asked if anyone in the RU at the time of the interview had income during 1987 from a particular income source. Persons receiving income from a given source were identified along with the amounts received during the year. Since certain types of income amounts received were reported on a part-year basis (weekly, monthly, or quarterly), the number of part-year periods of receipt were also collected. This sequence was repeated for each of the 26 different sources of income covered by the SAIAN questionnaire. Missing data for income amounts received, income recipient indicators (0/1 variables indicating whether or not the person received income of a given type), and months, weeks, or quarters during which a person received certain types of income were imputed for each of the 26 income sources by either logical or hot-deck imputation. In all, 69 separate income-related variables were used to construct the income variables provided on this file. Income was also imputed to 68 persons in SAIAN who were key persons, but were not included in the round three interviews because of death, institutionalization, military service, or other forms of sample attrition. For the purpose of constructing the family income variables described below, these persons were not considered to be part of the last reported family with whom they were associated prior to round three. Income was not prorated to reflect the portion of the year these individuals resided in the family unit (this will be done for the final version of these data, on Tape 20). After imputing all income components for each of the 26 sources of income, an aggregate income measure (PTOTALX) was constructed for each person by summing over each of the income sources covered by SAIAN. A family income measure was produced for each person by summing over the income for each person who was in the person's family at round three and for key people who were in the person's family at any time. These amounts were combined into the single family measure FMINCALX. The person's family income was then compared to the official poverty threshold for 1987 for the appropriate family size (and age of reference person for units of size one (unrelated individuals) or for families of size two) to create the poverty status variable POVSTAL for this data set. The income data contain missing values (-9) for 270 persons. Income data are provided for all key persons who responded for their entire period of eligibility. In addition, income data are provided for any other person who responded in round 3. Otherwise, the income variables are assigned a missing value if the person did not participate in round 3. Thus, persons with missing person-level income have been excluded from the construction of family income. Employment - Data Items Employment data were obtained for all persons 16 or older at the time of the interview. Information about employment status and different types of jobs held by sampled persons was collected in sections B (disability days) and S (employment) of the core questionnaire in each round of NMES. To keep the extensive amount of employment data collected in each round of NMES within reasonable limits on this tape, some round-specific variables were annualized or refer to the "last job" a person held during 1987. In addition, a subset of the most critical round-specific employment variables was selected that included (1) employment status in the week prior to the interview (HVEJOBXi) corresponding to question S1, (2) employment status during the reference period for each round (EMPLOYXi) corresponding to questions B1 and B2, and (3) additional variables providing information about workers who were laid off or did not work during all or part of the reference period corresponding to questions S3 through S9. The job described in the series of questions beginning at question S21 (referred to as the "S21 job") is the main job held at the interview date or the last job held during the reference period if the person did not have a job at the interview date. For respondents included in the first round of NMES interviews, the "S16" job described by the questions starting at question S16 represents the last job held by persons who were never employed from the beginning date of the survey reference period to the end of their NMES participation during 1987. The tape includes detailed information for the last S21 job during 1987 and/or the last S16 job prior to 1987 reported for the person in the survey. Note that an S16 job could refer to 1987 if the respondent was not included in the round one NMES interview, held a job between January 1, 1987 and their first subsequent interview round, and was not employed in that latter round. Note also that a person 55 years and older could have data for both S21 and S16 jobs if the S16 job represented a "retirement" job based on responses to questions S13 - S15 and the person also reported an S21 job during the survey period. Data collected for the S16 last job included self-employment status (WRKSS16X) and industry and occupation codes corresponding to questions S16, S18 and S19 on the core questionnaire. In addition to this information, data collected for the S21 job included variables for the wage rate, usual hours worked per week, job start and stop dates, size of employer, union membership, and other job characteristics corresponding to questions S24 through S41 on the questionnaire. Editing Methods Used to Construct Employment Variables The variable WEKSTTLX represents the aggregation of reported responses to S2 from the questionnaire over the three rounds of interviews. If data collected for a person in response to question S2 in any particular round was having worked "the whole time," weeks worked were computed as the number of weeks in the reference period in which the person was participating in NMES. Employed persons with missing data for question S2 in a particular round were assigned weeks worked for that reference period through logical editing based on available information for reference dates, interview dates, and dates jobs started and ended. If weeks worked for a particular reference period could not be assigned through such imputations, annual weeks worked (WEKSTTLX) were derived through a weighted sequential hot deck imputation. Logical imputation was used on a case-by-case basis to edit the round-specific variables for EMPLOYXi and HVEJOBXi, and the S21 job-related variables DAYSPRWX, WAGERTEX, and PERWHATX. All other "edited" employment variables used hot deck imputation for item nonresponse. Skip patterns for all edited employment variables were edited for consistency, but those of the unedited employment variables were not edited. Health Insurance - Data Items Provided are round-specific edited/constructed variables for each type of health insurance coverage data collected in Section T of the core questionnaire of NMES. These data items are independent of coverage for IHS services (see Section 1 for details on IHS coverage). Health insurance coverage under Medicare, CHAMPUS/CHAMPVA, Medicaid, and private health insurance coverage refer's to a person's status on the interview date for each round (December 31, 1987 for round three). Other public medical assistance is exclusive of IHS coverage (for example, state and local programs not subsidized by the Federal government). This type of coverage also refer's to a person's status on the interview date for each round (December 31, 1987 for round three). Persons identified as uninsured (UNINSURi) are those for whom no coverage under Medicare, CHAMPUS/CHAMPVA, Medicaid, other public medical assistance, or private insurance is indicated. The uninsured variables are independent of IHS coverage. Respondents were specifically told to exclude from private health insurance any plan that pays only for accidents or specific dread diseases, or only provides extra cash during a hospitalization. In round one, if a Reporting Unit (RU) reported any private insurance, then all of the RU's plans were enumerated. The source of each plan (whether an employer or business, union or other group, or insurance company) was specifically identified, as was the policyholder. In some instances, as for children insured by a divorced parent, the policyholder was not a Reporting Unit member. (For some plans, the source of coverage could not be classified.) Finally, the interviewer ascertained which members of the Reporting Unit were covered by each plan. Editing Methods Used to Construct Insurance Variables Private insurance status was edited and logically imputed according to sources of payment for health expenditures reported in the survey, employment, income, public coverage, the insurance status of other family members, and other factors associated with private coverage. To the extent that some persons were clearly covered by at least one other plan, the editing or imputation did not necessarily affect a person's private insurance status. After round one, each person's coverage with respect to each private plan and the plans covering members of each reporting unit were updated. The variables indicating persons with private insurance from one or more sources for each round were constructed from the plan(s), if any, covering each person at the time of each interview or the end of the year. The coverage from parents reported by students living away from home was related to the family's plans. Because the policyholder for each plan was also identified, variables were constructed to identify policyholders of private insurance plans in general and by different types of private plan (union group, employer group, nongroup, etc.). Coverage under public financing programs (exclusive of IHS) was edited and, if necessary, logically imputed according to income sources and other characteristics related to program eligibility and the sources of payment for utilization and expenditures reported for the person elsewhere in the survey. Omissions Annual measures of medical utilization and disability days have been omitted from this file and will be included on the final version of the current tape (Public Use Tape 20; see Attachments 3 and 4). Round-specific weights have also been excluded from this file and will be included on the final version. Characteristics of jobs held other than the last job held during the survey year were omitted from the employment section of this tape, primarily due to the volume of data involved. Specific information regarding insurance coverage periods within each of the three reference periods (for example, the months during which a person was covered by Medicaid), are likewise omitted. (These will be included on NMES Public Use Tape 26.) Certain variables, including "other specify" text fields, have been omitted for confidentiality reasons. Edits and Imputations There are several kinds of variables on this file: those edited for logical inconsistencies and with imputations of missing data; those edited for logical inconsistencies without imputations for missing data; unedited variables; and constructed variables created from edited and/or unedited variables. For details about specific variables, see Section C of this documentation and the Codebook Notes. In general, edited variables corresponding directly to a questionnaire item, are denoted by the prefix "ED" in the descriptor label. Link variables (e.g. ODUX, PIDX) and eligibility variables (e.g. ELIGINDi, RKEYIND, reference dates) have all been edited but are not denoted with an "ED." Item nonresponse on NMES was edited by either (1) logical editing, (2) weighted sequential hot deck imputation, (3) regression imputation, or (4) replacement with simple mean or median values. (See previous documentation for variable specific details on these types of edits.) The file also contains a few unedited variables and constructed variables which were created from two or more variables. The survey eligibility variable TIME_E was edited to reflect the actual number of days for which the person was eligible for the survey, as reference period dates were edited in conjunction with edited interview status variables (NEWSTATi). The family relationship variables (e.g., MOMPN, DADPN, SPOPNRi and FAMRELi) were edited by using consistency checks with respect to age, sex, marital status, and family relationship data. Variable Naming Codebook Conventions The codebook describes an EBCDIC data set and contains unweighted and weighted frequencies for a total of 7,533 records. The following programming identifiers are provided in the codebook for each variable: IDENTIFIER DESCRIPTION NAME Variable name (maximum of 8 characters) DESCRIPTION Variable descriptor (maximum of 40 characters) The term PID in the descriptor refers to the unique person each record represents. FORMAT Number of bytes (and decimal places, if any) TYPE Type of data: numeric (indicated by NUM) or character (indicated by CHAR) START Beginning column position of variable in the record END Ending column position of variable in the record NOTE Indicator of an explanatory note(s) corresponding to the variable In general, variable names reflect the content of the variable, with an 8 character limitation. As a general rule, variables that refer to repeated observations on the same data element for each round of interviewing share the same name, except for the last character designating the round number. For employment and insurance variables corresponding to specific questionnaire items, the question number is included in the variable label. The most commonly used reserved code values on these files are as follows: VALUE DEFINITION -1 INAPPLICABLE Question was not asked due to skip pattern -3 NO DATA IN RD Respondent was not interviewed in round. The ELIGINDi variables can be used in conjunction with missing value codes equal to -3 to determine the reason for the round specific missing data and whether the information can be picked up in a later round. -4 NOT FULL RSPDT Respondent did not respond for the entire period of 1987 eligibility, or respondent was non-key or out of scope or ineligible; these persons have a non-positive sampling weight (PNWT100). -7 REFUSED Question was asked and respondent refused to answer the question -8 DK Question was asked and respondent did not know the answer -9 NOT ASCERTAIN Interviewer did not record the data -15 Rounds 2 and 3 were combined - see section 2.2 of this documentation. Sample Design Response Rates The NMES Survey of American Indians and Alaska Natives was designed to produce statistically unbiased estimates that are representative of the civilian noninstitutionalized population living on or near reservations and eligible for services provided or supported by the Indian Health Service (IHS). The sample can be characterized as a stratified multi-stage area probability design which was drawn using an IHS constructed frame of people eligible for IHS provided or supported services and living on or near federally recognized reservations. The SAIAN sampling frame initially consisted of 482 counties of the United States served by IHS, with an estimated population of 1,013,000 projected by IHS for 1987. For cost efficiency the frame was truncated to exclude counties with less than 400 Indians or Alaska natives, and 24 counties were paired with larger neighboring counties to form 274 PSUs available for sample selection. The truncated frame included 97.2 percent of the population of interest. Within each sampled PSU, SAIAN area segments were created. Segments were defined as 1980 census enumeration districts or individual blocks or block combinations. For cost efficiency, the SAIAN sample was further restricted by excluding segments with less than 0.5 percent of the population of American Indians and Alaska Natives. Approximately 95 percent of the SAIAN population remained eligible for sample selection when the effect of PSU and segment frame truncation were considered jointly. In early 1987, an initial screening interview was completed in approximately 13,700 dwelling units to facilitate identification of the eligible sample. Data were obtained for about 87.5 percent of eligible sampled reporting units in the first round of data collection, consisting of 1,990 reporting units and 6,557 civilian noninstitutionalized persons who responded and were eligible for IHS. For a detailed description of the survey design and of sampling, estimation, and adjustment methods, including weighting for nonresponse, see Cohen, DiGaetano, and Waksberg (Sample Design of the NMES Survey of American Indians and Alaska Natives, Proceedings of the American Statistical Association, Survey Research Methods Section, 1988). Sampling Weights The application of appropriate sampling weights is essential to the derivation of unbiased estimates of the SAIAN civilian non- institutionalized population and to the identification of eligible persons for whom a response was obtained for their entire period of eligibility on these files. A person-level weight (PNWT100) is provided for this NMES public use data tape. This weight reflects adjustments for complete and round-specific nonresponse to the NMES SAIAN. All persons who were eligible for IHS services at any time during 1987 in the civilian noninstitutionalized population, and who responded for the entire period of their 1987 eligibility have positive PNWT100 weights. Only 6,473 of the 7,533 persons on this file have positive weights. In order to produce national estimates for the data on this file, the value in each record contributing to the estimates must be multiplied by the weight (PNWT100) contained on that record. Round specific (i.e., point in time) sampling weights are not provided on this file. (A round 1 and round 3 weight will be provided on the final version of this tape.) Consequently, it is not possible to make round-specific estimates with the variables provided on this tape (for example, an estimate of persons with Medicaid coverage in round 1). Round specific variables have been provided at this time only for the construction of annual measures. Sampling Weights for Merges NMES SAIAN Public Use Tapes There will be several releases of NMES SAIAN public use data (see Attachment 4). Unless a variable name common to several tapes is provided, the sampling weights contained on these tapes are tape-specific. The tape-specific sampling weights reflect nonresponse adjustments for specific supplemental questionnaires (e.g., the health status questionnaires). For use of a NMES data file that does not require merging variables on other NMES files, the sampling weights (and associated variance estimation variables) provided on that tape are the appropriate weights. When merging a NMES SAIAN tape to another NMES SAIAN tape, the major analytical variable (i.e., the dependent variable) determines the correct sampling weight to use. For example, for SAIAN person-level 1987 estimates of veteran status (a variable from the present tape) using health status variables from NMES Public Use Tape 21P, the full-year weight, PNWT100, on the present tape should be used. By contrast, for an analysis of health status as the major dependent variable using veteran status as an independent variable, the weight, THSQACC, from Public Use Tape 21P should be used. It should be noted that the sampling weight (THSQACC) provided on NMES Tape 21P reflects nonresponse adjustments specific to the health status questionnaire and access to care supplement data on Tape 21P. This further nonresponse adjustment requires additional considerations in merging Tape 21P with the present tape. (1) When making estimates for data in the present tape, the sampling weights provided on the current tape should be used. This would include persons not on Tape 21P in the analysis, although data items from Tape 21P will be missing values for these persons. (2) When making estimates of health status or access to care indicators, the weight, THSQACC, should be used. This weight adjusts for the exclusion of persons appearing on the present tape that do not link to Tape 21P. Variance Estimation Variance estimates of sample statistics require that the complex nature of the NMES SAIAN design be taken into account for hypothesis testing and for the construction of confidence intervals. To obtain variance estimates of statistics by means of statistical programs that use the Taylor series method of variance estimation, variables must be used that denote the strata and the primary sampling unit (PSU) within a given stratum. The variables STRATUMX and SPSU are these variables, respectively, and are included on the file. There are variance estimation programs that account for the complex survey design. A list of available variance estimation programs is included as Attachment 2. Programming Information There are three files on the tape. These files are contained on a standard label, 9 track 6250 bpi tape. These notes are listed below in alphabetical order by variable name. VARIABLE NOTE AGE1Ri Round-specific variables indicating the person's age at the end of the reference period for each round. BEGDATMi Round-specific variables indicating the start and BEGDATDi end dates of a person's reference period for the BEGDATYi round. For rounds in which a person is coded ELIGINDi = 1 (see below), both the beginning date and the end date for the round are set equal to the end date of the preceding round to avoid double counting in creating the annual sum. CINDLS16 These variables represent condensed versions of CINDLS21 codes assigned by trained coders based on the verbatim text fields for the S16 or S21 jobs. The assigned codes represent the industry codes defined by the Bureau of the Census for the 1980 Census. This coding system is consistent with the Standard Industrial Coding (SIC) system, although numeric values or codes assigned to each category differ. The version of these codes provided on this file condenses the 3-digit industry codes into the major industry groups defined by the Bureau of the Census. (See Bureau of the Census, 1980 Census of Population: Alphabetic Index of Industries and Occupations). COCCLS16 These variables represent condensed versions of COCCLS21 codes assigned by trained coders based on the verbatim text fields for the S16 or S21 jobs. The assigned codes represent the occupation codes defined by the Bureau of the Census for the 1980 Census. This coding system is consistent with the Standard Occupational Coding (SOC) system, although numeric values or codes assigned to each category differ. The version of these codes provided on this file condenses the 3-digit occupation codes into the major occupation groups defined by the Bureau of the Census. (See Bureau of the Census, 1980 Census of Population: Alphabetic Index of Industries and Occupations). DADPN Indicates the person number of an individual's MOMPN father and/or mother if either or both were in the same dwelling unit with the person at any point during the year. Edited for inconsistencies but not imputed if the data were not recorded by the interviewer. The -1 category for these variables indicates: that the data were not recorded by the interviewer or that an individual's father (or mother) was not in the dwelling unit at any point during the year. DESCENT A preliminary constructed person-level variable reflecting American Indian/Alaska Native descent. This variable can not be used to identify all persons eligible for IHS services (see RKEYIND). It takes on the following values: 1 Self-reported American Indian or Alaska Native (see RACE6). These persons may or may not be eligible for IHS services. 2 Descendants (children or grandchildren) of American Indians and Alaska Natives as determined from their family relation- ships. These persons may or may not be eligible for IHS services. 3 Self-reported member or eligible to be member of a tribe or Alaska Regional Corporation (ARC). These persons may or may not be eligible for IHS services. 4 Persons not in categories 1-3 but who do receive IHS or tribal services. This group includes employees of the IHS and women eligible to receive IHS services because they are pregnant with a child eligible to receive IHS services. The universe of persons eligible to receive IHS services cannot be identified with this value (see RKEYIND). 5 Persons not in categories 1-4, ineligible for IHS services, but living in households with persons who are eligible for IHS services. The universe of persons ineligible for IHS services can not be identified with this value (see RKEYIND). ELIGINDi Indicates, for each person for each round, whether data were collected for a person and, if so, whether these data covered the entire round. If an interview was in a round for which the person was eligible for data collection (living in a SAIAN household and a member of the U.S. civilian noninstitutionalized population), these variables identify whether the time covered by the round was picked up in the next round or not. Person-level IHS eligibility status was not considered in the construction of these variables. The ELIGINDi variables can be used in conjunction with missing value codes equal to -3 to determine the reason for round specific missing data and whether the information can be picked up in a later round. Variable values are: 1 Nonresponse/holdover, reference period data picked up in later round. When a person had no interview for a round but was considered eligible (living in a SAIAN household and a member of the U.S. civilian noninstitutionalized population) during that period, the next interview picked up the missed reference period data. The reference period for the next interview was then adjusted to include the previously missed reference period. 2 Nonresponse/holdover, reference period not picked up in later round. When a person had no interview for a round, but was considered eligible (living in a SAIAN household and a member of the U.S. civilian noninstitutionalized population) during that period, and the next interview did not pick up the missed reference period. (By definition, this person will have a zero-valued person- level weight (PNWT100).) 3 Ineligible entire round. When a person had no interview and was ineligible the entire round (i.e., deceased, not a member of the U.S. civilian noninstitu- tionalized population, or not in a SAIAN household, during the entire round). 4 Responded entire round. When a person had an interview and was eligible (living in a SAIAN household and a member of the U.S. civilian noninstitutionalised population) the entire round. 5 Ineligible for part of round, eligible and responded for some of round. Applies when a person had an interview but was ineligible for part of that round, either at the beginning (e.g., institution- alized, change in active military status, moved into the household after round one, or outside of the U.S. and then returned to household) or at the end (e.g., died in the middle of the round, change in military status, etc.). 99 This value is only used for ELIGIND3. These are individuals whose round 1 and round 2 interviews cover all of 1987. They had no third interview because when contact was made for the second interview, the fielding for round 2 had ended and round 3 had begun. Since for these persons this second and last interview can be thought of as either the round 2 or round 3 interview, a decision was made to identify their round specific data for this last round of data collection as round 3 data, and using the reserved code value of -15 for their round 2 data (e.g., round 2 marital status). See also RKEYIND and NEWSTATi. EMPLOYXi Round-specific constructed and edited variables indicating that person was employed during the reference period based on a positive response to questions B1 or B2. Logical editing was done to this variable on a case-by-case basis with other employment variables for a small number of observations. ENDDATMi See BEGDATMi. ENDDATDi ENDDATYi EVRETIRE Variables for the S13-S15 employment questions RETHINS about retirement. These were not asked in each RETSTPDD round. Instead they were asked in round one for RETSTPMM all eligible persons 55 years and older, and in a RETSTPYY subsequent round for persons newly eligible to NMES who were 55 or older or who were not newly eligible but turned 55 in a later round. For persons who had ever retired from a job or business (S13), questions S14 and S15 refer to their job prior to retirement. The reference period for these questions is the open-ended period prior to the interview date (or eligibility end date) of the round in which the data were collected. FAMIDXi Round-specific family identifiers that indicate all persons related by blood, marriage, adoption, or foster status who were living together at the time of the interview plus full-time college students who had been assigned to separate RUs for the original data collection. Included in these family identifiers are some "partners" who reside in the same family unit. FAMILL These variables for the S10-S12 employment HMFAMCR questions were not asked in each round but only NJBYRMR in the first round in which data for a person OWNILNS aged 22-64 who had ever worked were collected. PSTUDNT Thus this information may have been picked up in TOTLYRS round 2 or 3, depending on when a person aged 22-64 who had ever worked entered the survey. The S11 variable provides reasons why a person may have been without a job for more than a year (S10) since they were 21 years of age. The reference period for these questions is the period between the time when the person was 21 years of age and the interview date (or eligibility end date) of the round in which the data were collected. FAMSZALL The family size for all persons grouped together with a common family identifier. Persons associated with more than one family in the survey period, and persons who left the survey prior to round three, are grouped with the last family they belonged to during the year. FMINCALX Preliminary constructed and edited variables POVSTAL measuring person-level income (PTOTALX), family PTOTALX income (FMINCALX) and poverty status (POVSTAL). See documentation for details on editing and constructing these variables. In defining poverty status, poor refers to families with incomes below the 1987 federal poverty line; near poor is between the poverty line and 125 percent of the poverty line; low income is over 125 percent to 200 percent of the poverty line; middle income is over 200 percent to 400 percent of the poverty line, and high income is defined as over 400 percent of the poverty line. GETIHSi Persons were classified as IHS eligible if GTRIBEi they gave a yes answer to either of the following questions (SA30, SA31): "Is (person) eligible to receive health services provided by or paid for by the Indian Health Service (IHS)" (GETIHSi); "Is (person) eligible to receive health services provided by or paid for by a tribe/inter-tribe council/Alaska Regional Corporation (ARC) ?" (GTRIBEi). These questions were asked of each person one time, at the time of their first survey participation. Positive variable values are: 1 Eligible for IHS services. 2 Not eligible for IHS services. 3 Women eligible to receive IHS services because she is pregnant with a child eligible to receive IHS services. HMFAMCR See FAMILL. HPRIVi A round-specific constructed variable indicating that person was named as the policyholder of one of the RU's plans in the round (questions T20/27/34/41). HPRIVEGi Round-specific constructed variables based on HPRIVNGi plans from employers, unions, and other groups, HPRIVOGi or directly from insurance companies (nongroup HPRIVUi coverage) as identified from questions T17 and T18 (or the repetition of these questions for RUs with more than one plan). Persons are indicated as holding a policy from one of these sources if named as the policyholder for a plan from that source according to questions T20/27/34/41 (see HPRIVi). HRWAGEHX Constructed variable that uses the reported hourly wage rate along with a constructed variable indicating hourly wage rates for persons not paid on an hourly basis based on information regarding payment amounts, the time period covered by the payment, and the hours and days usually worked per week. These wage rates have been edited for outliers and missing values. MCAIDFXi Round-specific constructed and edited variables that indicate Medicaid coverage at the time of the interview for each round. MOMPN See DADPN. NEWSTATi A round-specific variable that indicates a person's status with respect to response and survey data collection eligibility (living in a SAIAN household and a member of the U.S. civilian noninstitutionalized population) at the point of each round's interview date (or December 31, 1987 for round 3). Person-level IHS eligibility status was not considered in the construction of these variables (with the exception of value 66). Variable values are: 11 Person in household, eligible for survey data collection (a member of the U.S. civilian noninstitutionalised population), and responded. 12 Person in household, full-time active military duty, and responded. 13 Full-time student living away from home, and responded. 31 Person deceased (death occurred during round). 32 Person institutionalized in health care facility. 45 Non-key person moved out of household (without key person) (round 3). 46 Person institutionalized (non-health care facility) (rounds 2 and 3). 48 Person moved outside the U.S. (rounds 2 and 3). 49 Person moved out of household, on full time military active duty (rounds 2 and 3). 51 Newborn whose mother is key (rounds 2 and 3) and responded. 52 Person new to household from a health care institution (rounds 2 and 3) and responded. 53 Person new to household from non-health care institution, armed forces, or outside U.S. (rounds 2 and 3), and responded. 54 Person new to household from different household or newborn whose mother is non- key (rounds 2 and 3), and responded. 62 Entire reporting unit is military or student (rounds 2 and 3). 66 Entire reporting unit ineligible for IHS services (rounds 2 and 3). 67 Entire reporting unit deceased (rounds 2 and 3). 68 Entire reporting unit institutionalized (rounds 2 and 3). 91 Person died in a previous round (rounds 2 and 3). 95 Person not in household yet (or not yet born). 96 Person was a non-respondent this round (but otherwise eligible). 97 Entire reporting unit refused interview (but otherwise eligible). 98 Entire reporting unit nonrespondent this round (other than refusal but otherwise eligible). 99 This value is only used with NEWSTAT3. These are individuals whose round 1 and round 2 interviews cover all of 1987. ODUX A unique number linking each person to the original dwelling unit in round one with which the person was associated. Persons moving after round one are followed in the survey and stay linked to their original dwelling unit. Persons entering NMES after round one are linked to the ODUX of the other persons in their reporting unit. OTHPUBXi Round-specific constructed and edited variables indicating health insurance coverage under any public assistance program other than Medicaid, Medicare, or the Indian Health Service as of the interview date for the round (or December 31, 1987 for round three). OWNILNS See FAMILL. PERWHATX Indicates the time base for the wage rate reported for the "last" S21 job. The code 91 represents "other, specify" responses. For confidentiality reasons, responses to questions on NMES in alphabetic form are not released for public use. PNWT100 Person level weight for individuals who were eligible at any time during 1987 for IHS services, who were U.S. civilian and noninstitutionalized, and who responded for the entire period of their 1987 eligibility. PRIVEGi Round-specific constructed variables as of the PRIVNGi interview date, where plans from employers, PRIVOGi unions, and other groups or directly from PRIVUi insurance companies (nongroup coverage) were identified from questions T17 and T18 (or the repetition of these questions for RUs with more than one plan). Persons are indicated as having coverage from one of these sources if covered by a plan from that source according to questions T47/52/57/62, as updated in subsequent rounds (questionnaire items CQ 3-8). PRIVNGi See PRIVEGi. PRIVOGi PRIVOUTi Round-specific constructed variables indicating person coverage as of the interview date by some "other group, excluding IHS" according to questions T17 and T18 (or the repetition of these questions for families with more than one plan), but through a policyholder outside the Reporting Unit. For example, this applies when coverage of children insured by a divorced spouse was reported as "other group" coverage for a given round. PRIVUi See PRIVEGi. PRIVXi Round-specific constructed variables for private insurance coverage of persons as of the interview date as determined from RU coverage (question T16) and from person coverage under the family's plans (questions T47/52/62), as updated in subsequent rounds (questions CQ 3-8). PSTUDNT See FAMILL. RETHINS See EVRETIRE. RETSTPDD RETSTPMM RETSTPYY RKEYIND This variable indicates a person's sampling and response status with respect to the entire survey year and considers simultaneously whether the person was eligible for IHS services. Variable values are: 1 Full-year key: Key and responded for their entire period of 1987 eligibility. A person was considered "key" if eligible for data collection (i.e., living in the U.S., civilian and noninstitutionalized, and eligible for IHS services), and selected for the round one interview, or was interviewed for the first time after round one but had no chance of being selected from another household at the time of the round one interview. Babies born during the year to a key parent are considered key. These are the only persons that can be used to make person- level estimates. 2 Part year key: Key and responded for less than their full period of 1987 eligibility (alive and in the U.S. civilian nonistitutionalized population). These person are eligible for IHS services. 3 Non-key: persons who joined the household after round one, but had a chance of being selected into the survey from another household at round one. These persons are eligible for IHS services. 4 Out of scope: on active military duty the entire year or institutionalized or out of the U.S. the entire year. These person are eligible for IHS services. 5 Ineligible for IHS services but living in a household with at least one person eligible to receive IHS services. This variable value should be used to identify the universe of persons ineligible for IHS services. RUi Round-specific indicator (by a single letter) of the reporting unit within an original dwelling unit (ODUX) consisting of a group of persons related by blood, marriage, adoption, or foster status who were living together at the time of the interview. College students living away from home were interviewed separately and were assigned to separate RUs. S16JOBL Constructed variables provided to identify last S21JOBL jobs held by person. S16JOBL indicates a job from which the worker retired or, if not employed in 1987, the last job held. S21JOBL indicates the most recent job held by the worker if employed in 1987. Persons with both S16JOBL and S21JOBL equal to 1 were employed in 1987 but retired from a job prior to 1987. These persons will have job information for both S16 and S21 last jobs. Job characteristics for S16JOBL include industry and occupation. Job characteristics for S21JOBL include industry, occupation, hours worked per week, wage rate, establishment size, more than one location, labor union membership, and availability of sick leave. SPOPNRi Round-specific variables indicating the person number of an individual's spouse if he or she was in the same reporting unit at any point during the round. SPSU To obtain variance estimates of sample statistics STRATUMX by means of standard statistical programs that use the Taylor series linearization method of variance estimation, variables must be used that denote the strata and the primary sampling unit (PSU) within a given strata. The variables STRATUMX and SPSU are these variables, respectively. TIME_E A constructed variable that represents the total number of days during the survey year for which the person was eligible for the SAIAN data collection (i.e., eligible for IHS services and living in the U.S. as a non-institutionalized civilian). This variable is coded to -1 for non-key, out-of-scope, and ineligible persons. TOTLYRS See FAMILL. UNINSURi Round-specific constructed variables indicating persons without any public or private health care coverage at the interview date according to PRIVXi, MDCAREXi, MCAIDFXi, CHMPUSXi, and OTHPUBXi. This variable is exclusive of IHS coverage. WEKSTTLX Annual weeks worked as reported in S2 each round. Includes constructed values based upon interview dates and dates jobs began and ended. Also includes imputed values based upon individual and job characteristics.
